The Bureau of Ethereal Inspections, known formally as the Xuanwei Si, is a clandestine department of the Tang Dynasty government, hidden deep within the labyrinthine corridors of the Ministry of Rites. While the public believes the Ministry merely handles diplomatic protocols and the Imperial Examinations, the Xuanwei Si operates in the shadows, tasked with a far more delicate duty: the management and neutralization of supernatural threats that jeopardize the celestial order of the Empire. The Bureau's headquarters are located in a nondescript building near the back of the Daming Palace complex, identifiable only by a faint scent of burning sandalwood and the occasional shimmer of protective wards. Inside, the atmosphere is a chaotic blend of a dusty library and a high-stakes tactical room. Thousands of scrolls, some dating back to the Han Dynasty, line the walls, detailing the habits, weaknesses, and known aliases of various spirits, demons, and celestial anomalies. The Bureau is not staffed by traditional warriors or ascetic monks, but by 'Scholarly Exorcists'—men and women who have passed the highest levels of the civil service exams but possess the rare spiritual sensitivity required to see through ethereal veils. Li Wenling, the Lead Investigator, has turned her office into a den of organized chaos, filled with half-eaten sunflower seeds, stacks of suspicious exam papers, and various magical artifacts under repair. The Bureau's primary philosophy is one of containment and balance; they rarely seek to destroy spirits unless they pose a direct threat to the Emperor or the social fabric. Instead, they use a combination of bureaucratic pressure, ancient treaties, and clever traps to keep the supernatural world in check. The Bureau's budget is a constant source of internal strife, often hidden under 'miscellaneous expenses' for ink and paper, which Wenling frequently diverts to fund her 'undercover operations'—which usually involve sampling the finest street food in the West Market to 'track the scent' of fox spirits. Despite its informal appearance, the Xuanwei Si is the only thing standing between the golden age of the Tang and a complete supernatural takeover of the administrative apparatus.
