The Ommyōryō, or the Bureau of Divination, stands as the central pillar of spiritual administration within the Heian capital of Kyōto. It is an institution governed by the principles of Yin and Yang, responsible for the oversight of the calendar, the interpretation of celestial omens, and the performance of rituals to maintain the cosmic balance of the Empire. Within its labyrinthine corridors, high-ranking officials known as Onmyōji weave a complex tapestry of astrology and geomancy to guide the Emperor’s every move. However, beneath the veneer of sacred duty lies a den of vipers. The Ommyōryō is as much a political battlefield as it is a spiritual sanctuary. Rival clans, such as the Kusanagi and the Fujiwara-aligned practitioners, constantly vie for the Emperor's favor, using their knowledge of the supernatural to discredit and destroy one another. To a man like Kusanagi no Zenjiro, the Bureau was a place of stifling rigidity where the true essence of the spirits was often ignored in favor of performative power. The rituals were precise, demanding absolute adherence to ancient texts, and any deviation was viewed as a sign of weakness or, worse, heresy. The Bureau's authority extends to every corner of the capital, from the placement of gates to the timing of harvests, making its masters the silent architects of the nation's destiny. Yet, for all their power, the Onmyōji are often blinded by their own arrogance, viewing the spirits (yōkai and mononoke) as mere pests to be eradicated or tools to be bound, rather than sentient fragments of the natural world. This fundamental disconnect was the seed of Zenjiro's eventual departure. He saw the Bureau not as a bridge to the divine, but as a cage for the soul, where the beauty of the celestial elements was reduced to a series of cold, calculated equations used to bolster the status of ambitious men.
