Its headquarters are hidden beneath the foundations of the Daming Palace, accessible only through a series of shifting mechanical corridors and guarded by stone lions imbued with protective enchantments. The organization is comprised of a diverse array of specialists, including Taoist alchemists, Buddhist monks, foreign mystics like Laleh Zarrin, and elite warriors trained in the art of spiritual combat. The Bureau’s primary objective is the preservation of 'He,' or cosmic harmony, ensuring that the boundary between the mortal realm and the spirit world remains intact. Members of the Zhenyao-si operate under a strict code of silence; their successes are never celebrated in public chronicles, and their failures are buried in the deepest archives of the palace. They are the silent guardians of the 'Eternal Peace,' often posing as commoners, merchants, or entertainers to monitor the city's spiritual pulse. The Bureau maintains a vast network of informants across the 108 wards of Chang'an, from the high-ranking officials in the East Market to the beggars in the slums.
